Basements are a crucial component in many residential and commercial developments, providing space for parking, storage, services, or even limited occupancy. The Unified Development Control and Promotion Regulations (UDCPR) 2020 provides clear rules for constructing basements in Maharashtra.

Here’s what you need to know before planning a basement.

🔍 What is a Basement as per UDCPR?

A basement is defined as the part of the building wholly or partly below the average ground level. UDCPR allows for one or more basements, depending on plot size, use, and local authority approval.

🧱 Coverage of Basement

  • A basement can cover up to the entire footprint of the building.

  • However, basement coverage cannot extend into mandatory side and rear setbacks, unless specifically allowed by the authority.

  • In many residential plots, only 50% of the setback may be used for ramps or ventilation shafts.

📐 Setback and Ramp Rules

  • Ramp slope should not exceed 1:8 for four-wheelers and 1:6 for two-wheelers.

  • A minimum 2.5 m wide ramp must be provided.

  • Basement should not project beyond building setbacks, except for ramps and light wells where permitted.

🏢 Permissible Uses of Basement

According to UDCPR, basements are not meant for regular habitable use, but the following purposes are permitted:

  • Parking of vehicles (compulsory for buildings above a certain height)

  • Storage of non-hazardous goods

  • Electrical or mechanical services (e.g., transformer rooms, pump rooms)

  • Gymnasiums and maintenance offices (with limited occupancy)

Prohibited Uses:

  • Residential living or office space

  • Shops or commercial trading unless fire NOC and specific permissions are obtained

  • Storage of flammable materials

🔥 Fire and Ventilation Requirements

  • Adequate ventilation and artificial lighting must be provided.

  • Smoke detection and fire-fighting systems are compulsory.

  • Minimum 2 exits are recommended for basements over 200 sq.m.

  • An automatic sprinkler system must be provided as per NBC and fire authority norms.

📝 Key Compliance Tips

  • Always submit detailed basement plans with the building proposal.

  • Ensure ramp design, drainage, ventilation, and waterproofing details are included.

  • Get clearance from the fire department, especially if the basement is large or used for non-parking purposes.

🧭 Final Thoughts

Basements are a practical solution to space constraints in urban plots, but they must be planned with strict adherence to UDCPR norms. Ignoring these can result in plan rejections, heavy penalties, or unsafe construction.

Whether you're building a bungalow or a commercial complex, understanding the permissible use, coverage, and safety provisions for basements is key to approval and functionality.
